HB 684 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 5, 2025 Fiscal Analyst: Christine Drescher | Email: christine.drescher@capitol.tn.gov | Phone: 615-741-2564 HB 684 SUMMARY OF BILL: Requires the Department of Human Services (DHS) to annually identify and submit, by October 31, any federal waivers it deems necessary to alleviate any federal regulations it identifies that inhibit its ability to timely review and approve applications and deliver benefits for the food assistance program. Requires DHS to submit a report to the chairs of certain legislative committees and to the Legislative Librarian with details of its findings by December 31 of each year. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Tennessee Code Annotated § 71-5-318 required DHS to: o Identify and submit, by October 31, 2024, any federal waivers deemed necessary to alleviate any federal regulatory limitations identified that inhibits its ability to timely review and approve applications and deliver benefits for the food assistance program; and o Submit a report on or before December 31, 2024 that detailed its findings to outlined legislative committees. • Changing these requirements from a one-time occurrence to an annual requirement can be accomplished within existing DHS staff and resources, without a significant increase in state expenditures.
