SUMMARY OF BILL:    Requires the Office of Open Records Counsel (Office) to facilitate 
the convening of meetings of the Advisory Committee on Open Government (ACOG), including 
selecting a date for the required annual meeting in the absence of co-chairs. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT  
 
 Assumptions: 
 
• Tennessee Code Annotated § 8-4-603(a)(1) currently requires that the Office provides 
guidance to the ACOG with regards to holding meetings to review and provide written 
comments on any proposed legislation regarding the open meeting laws and the open 
records law. 
• The term “facilitate” is not explicitly defined within the proposed legislation. 
• However, it is assumed that “facilitate” simply refers to posting notices and related 
information, and to organizing locations for annual meetings. 
• Therefore, the Office will be able to manage the expanded responsibilities put forth under 
the proposed legislation by utilizing existing staff and resources, and without any significant 
increase in state expenditures.
