SUMMARY OF BILL:    Prohibits the Department of Environment and Conservation 
(TDEC) from requiring an installer of subsurface sewage disposal systems (SSDS), who is in good 
standing with the department, to pay a renewal fee as a condition of renewing such installer’s septic 
system installer license. 
 
 
FISCAL IMPACT:

FY25-26 & Subsequent Years  ($560,500)  
      
 Assumptions: 
 
• The Division of Water Resources, within TDEC, issues installer licenses for both 
conventional SSDS and alternative SSDS. 
• The annual license renewal fee for an installer license of conventional SSDS is $200 and 
$100 for installers of alternative SSDS. 
• Based on information provided by TDEC, in FY23-24, revenue from renewals of licenses 
for installers of conventional SSDS totaled $517,800 and revenue from renewals of licenses 
for installation of alternative SSDS totaled $42,700, for a total of $560,500 ($517,800 + 
$42,700). 
• It is assumed that renewal fee revenue would remain constant into perpetuity under current 
law. 
• This legislation will result in a recurring decrease in license renewal fee revenue to the 
Environmental Protection Fund in FY25-26 and subsequent years of $560,500.
