HB 910 - SB 861 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 12, 2025 Fiscal Analyst: Arielle Woodmore | Email: arielle.woodmore@capitol.tn.gov | Phone: 615-741-2564 HB 910 - SB 861 SUMMARY OF BILL: Transfers, from the Human Rights Commission (HRC) to the Attorney General and Reporter (AG), the responsibility to identify any state laws, rules, programs, services, and budgetary priorities that conflict with the comprehensive state policy to ensure compliance with Title VI of the Civil Rights Act of 1964. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 4-21-203(c)(3), it shall be the duty of the HRC to identify any Tennessee laws, rules, programs, services, and budgetary priorities that conflict with the components, guidelines, and objectives of the comprehensive state policy, as it relates to compliance with Title VI of the Civil Rights Act of 1964. • The proposed legislation would transfer these duties to the AG. • The AG can assume the new duties utilizing existing resources. • There will not be a significant decrease in expenditures to the HRC as a result of the proposed legislation. • Any fiscal impact will be not significant.
