HB 924 - SB 1192 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly March 12, 2025 Fiscal Analyst: Rebecca Chandler | Email: rebecca.chandler@capitol.tn.gov | Phone: 615-741-2564 HB 924 - SB 1192 SUMMARY OF BILL: Requires the Department of Transportation (TDOT) to conduct a study regarding the development and viability of a new bridge crossing the Mississippi River and connecting to Arkansas, including necessary highway infrastructure. Requires TDOT to report findings, legislative recommendations, funding sources, and project timeline to the Senate and House Transportation Committees by February 1, 2026. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • The Department, along with the Arkansas Department of Transportation conducted a study titled Targeted Approach for Crossing the Mississippi River, published in 2023. • This study assessed various options for improving the I-55 crossing over the Mississippi River and determined that replacing the bridge would be the most cost-effective and beneficial solution. Consequently, a project to replace I-55 bridge is currently underway. • Given that TDOT has previously conducted a similar study and a project to replace I-55 bridge is currently underway, it is reasonable to assume the department can utilize existing information and findings to accomplish the requirements of this legislation, without a significant increase in state expenditures.
