HB 1036 - SB 1024 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 26, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 HB 1036 - SB 1024 SUMMARY OF BILL: Requires the Department of Education (DOE) to evaluate the effectiveness of an innovative school district after its first full school year of operation and to make recommendations to the relevant committees of the General Assembly. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 49-8-1502, an “innovative school district” is defined as a local education agency that is composed of schools serving students in any of the grades pre-kindergarten through twelve as training schools operated by a public university that is approved by the DOE to operate an innovative school district. • Pursuant to Tenn. Code Ann. § 49-8-1503(a)(2), the University of Memphis (UM) is authorized to operate the initial innovative school district, which opened at the beginning of the 2024-25 school year and is currently the only innovative school district operating in the state. • The DOE will be able to evaluate the effectiveness of UM’s innovative school district, and any future innovative school districts, after the first full school year of operation and report any findings to committees of the General Assembly within existing resources, without a significant increase in state expenditures.
