SUMMARY OF BILL: Requires, for a firearm purchase transaction in which the purchaser
is older than 17 years of age but younger than 21 years of age, a licensed gun dealer to ensure that
three days have passed since the transaction was initiated before transferring the firearm to the
purchaser.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• It is assumed that licensed firearm dealers will comply with the requirement of this
legislation. Any impacts to the dealers for such compliance will be borne by those dealers.
• The proposed legislation is not estimated to significantly impact firearm sales in this state.
Any fiscal impact related to state or local sales taxes is estimated to be not significant.
