SB 1016 - HB 1065 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly April 2, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 SB 1016 - HB 1065 SUMMARY OF BILL: Requires each district-wide school safety team and building-level school safety team to include in its district-wide school safety plan or building-level school safety plan the process by which administrators of the local education agency (LEA) or school must notify parents and legal guardians of students enrolled in the LEA or school of emergencies and incidents of violence occurring on the grounds of the LEA or school, as well as credible threats of violence made against the LEA, school, or students or employees of the LEA or school. Requires the template prepared by the state-level safety team to include policies and procedures by which an LEA or school must notify parents and legal guardians of students enrolled in the LEA or school of emergencies and incidents of violence occurring on the grounds of the LEA or school. Requires the LEA's director of schools or the director of the public charter school, or the respective director's designee, to notify parents and legal guardians of students enrolled in the LEA or public charter school of incidents deemed to pose a risk to school safety or that result in intervention that are reported to the LEA or public charter school, if the incident would require parental notification pursuant to a district-wide school safety plan or a building-level school safety plan. Such provision is effective upon becoming law. All other provisions are effective January 1, 2026. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • LEAs and public charter schools are currently required to adopt and maintain comprehensive district-wide school safety plans and building-level school safety plans pursuant to Tenn. Code Ann. § 49-6-804(a). • Tennessee Code Annotated § 49-6-805 establishes the minimum requirements that the template prepared by the state-level safety team must include, which currently includes policies and procedures for communication with law enforcement officials and parents and guardians in the event of emergencies and threats of violence. • The state-level safety team will be able to revise the template and develop additional policies and procedures within existing resources and during the normal course of business. • Furthermore, LEAs and public charter schools will revise safety plans to meet the requirements of the proposed legislation by utilizing existing staff and resources, without an increase in local expenditures. • Any state or local fiscal impact is estimated to be not significant.
