SUMMARY OF BILL:    Adds, to the list of memorials protected under the Tennessee Heritage 
Protection Act (Act), a seal that has been erected for, named, or dedicated on public property in honor 
of any historic conflict, historic entity, historic event, historic figure, or historic organization.

 Assumptions: 
 
• Tennessee Code Annotated § 4-1-412(a)(7)(B) defines memorials protected under the Act 
to include statues, monuments, memorials, busts, nameplates, historical markers, plaques, 
artwork, flags, historic displays, schools, streets, bridges, and buildings that have been 
erected, named, or dedicated on public real property in honor of historic conflicts, entities, 
events, figures, or organizations. 
• The proposed legislation expands the list to include seals among the protected memorials. 
• The Tennessee Monuments and Memorials Commission, which is responsible for reviewing 
and ruling on proposed changes to protected memorials under the Act, will also oversee the 
inclusion of seals as protected memorials. However, this expansion is not expected to 
significantly affect the commission’s existing responsibilities or workload. Therefore, the 
proposed legislation is not expected to have a significant fiscal impact on state expenditures.
