Requires public institutions of higher education to provide and restock feminine hygiene products in all women's and girl's bathrooms and locker rooms. FISCAL IMPACT: STATE GOVERNMENT EXPENDITURES Locally Governed Institutions University of Tennessee System Tennessee Board of Regents FY25-26 & Subsequent Years $719,800 $498,400 $1,043,000 Assumptions: • Students attend college an average of 150 days or 5 months combined out of the year for an estimated 5 menstrual cycles. • According to Health City, a news report from Boston Medical Center, on average an individual uses 1 tampon every 6 hours, or 4 tampons per day (24 hours / 6 hours), for an average 5-day cycle. The total number of tampons per cycle per individual is estimated to be 20 tampons (5-day cycle x 4 tampons per day) • The average cost of one tampon is 0.34 cents, for a total cost of $34 (.34 cost x 20 tampons x 5 cycles) per student per year. • Due to the limited hours and days of the week that students are on campus, and the variation in menstrual hygiene products available and usage amounts among students, it is further estimated that the average cost per student will be $15 per year. • The total cost for FY2025-26 and subsequent years and the number of female students enrolled in public higher education institutions is estimated below based on information found in the 2024 Tennessee Higher Education Fact Book. For the purposes of this analysis, these figures are assumed to remain constant into perpetuity.
