HB 1118 - SB 1374 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 27, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 HB 1118 - SB 1374 SUMMARY OF BILL: Authorizes a motor vehicle operated by an Emergency Communications District (ECD) that is marked as a mobile command or mobile communications vehicle to display flashing red or white lights or a combination of flashing red and white lights. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. 55-9-402, only certain authorized motor vehicles may be equipped with flashing lights in any color or combination of colors other than factory installed emergency flashers. It is a Class C misdemeanor offense to violate this provision. • The proposed legislation authorizes mobile command or mobile communications vehicles that are operated by an ECD to display flashing red lights, white lights, or a combination of both. • It is assumed that ECDs that choose to install any such lights can do so within existing local resources, without a significant increase in local expenditures. • Additionally, it is reasonably assumed the proposed legislation will not result in a significant decrease in Class C misdemeanor convictions. • Any fiscal impact to local revenue or expenditures is therefore estimated to be not significant.
