SUMMARY OF BILL:    Requires a blasting firm that conducts a pre-blast survey for an 
owner or occupant of certain buildings within 300 feet of the blast hole to provide complete 
documentation, including all photographs, at no cost to the owner or occupant, upon request.  
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
  
 Assumptions: 
 
• Tennessee Code Annotated § 68-105-105(a) states that a blasting firm is required to provide 
a requested pre-blast survey to an owner or occupant of a building that is within 300 feet of 
a blast hole at no charge to the owner or occupant, and that each owner or occupant may 
request, in writing, complete documentation of such surveys, including all photographs, and 
that the blasting firm shall provide the requested documentation in a timely manner. 
• The proposed legislation requires the blasting firm provide complete documentation, upon 
request, at no cost to the owner or occupant.  
• Any fiscal impact to the Department of Commerce and Insurance, which regulates blasting 
standards and activities in this state, is estimated to be not significant.

• The proposed legislation will not have significant impact on jobs or commerce in 
Tennessee.
