Prohibits the sale, distribution, or import of cell-cultured food products. Requires the Commissioner of the Department of Agriculture to issue a written notice of violations, including stop-sale orders, and allow 10 days for response before enforcement. Imposes penalties, including a $1,000,000 fine and potential revocation of food establishments permits for violations. Authorizes the forfeiture of illegally sold, distributed, or imported cell-cultured food products. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Cell-cultured foods are not widely available in the state, and it is anticipated that companies involved in their production and distribution will voluntarily refrain from selling or distributing them in response to the proposed prohibition. • Certain companies who produce cell-cultured food products have, as recently as June 2023, been granted the right by the U.S. Department of Agriculture to sell commercially nationwide. • It is assumed that applicable companies will avoid selling or distributing their products in Tennessee to avoid any punishment established by this legislation. • This legislation is not estimated to result in any increase in fine revenue nor any revocations of any food permit. • Furthermore, it is assumed that the Department of Agriculture will not need to issue any notifications, including any stop sale orders, as a result of this legislation. • No significant impact on state or local government.
