SUMMARY OF BILL:    Requires the Department of Education (DOE) to conduct a 
landscape analysis of teacher evaluation practices in this state and other states by June 1, 2025. 
Requires the DOE to convene a teacher evaluation advisory committee composed of experienced 
educators in this state and other experts to review current teacher evaluation practices in this state. 
Requires the committee to report its findings and recommendations to the DOE at which time the 
committee ceases to exist. 
 
Establishes that members of the teacher evaluation advisory committee serve without compensation 
but are eligible for reimbursement for travel expenses. Requires the DOE to present the findings of 
the teacher evaluation advisory committee and the landscape analysis to the State Board of 
Education (SBE). Requires the DOE and the SBE to provide a final report and any 
recommendations to certain committees of the General Assembly by January 31, 2026.

 Assumptions: 
 
• The proposed legislation requires the DOE to convene a teacher evaluation advisory 
committee, but does not specify the composition of the committee.  
• It is assumed that the committee will be comprised of 10 members, including two teachers 
(one elementary and one secondary) from each grand division of the state and four experts 
in teacher evaluation practices. 
• Based on comparable landscape analyses required for the Tennessee Literacy Success Act, it is 
estimated that the cost for the teacher evaluation advisory committee to complete its work, 
including travel reimbursements, will be $50,000. 
• Since DOE must complete the landscape analysis by June 1, 2025, the state expenditures 
will occur in FY24-25. 
• The one-time increase in state expenditures is estimated to be $50,000 in FY24-25. 
• The DOE and the SBE will be able to provide a final report to certain committees of the 
General Assembly within existing resources such that any fiscal impact is estimated to be 
not significant.
