SB 1054 - HB 1201 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly March 10, 2025 Fiscal Analyst: Chris Higgins | Email: chris.higgins@capitol.tn.gov | Phone: 615-741-2564 SB 1054 - HB 1201 SUMMARY OF BILL: Establishes that the Board of Medical Examiners (Board) is required to only issue a foreign training license of limited duration to an internationally licensed physician who possesses a certificate from an approved medical school and a copy of a permanent Educational Commission for Foreign Medical Graduates certificate. Requires the internationally licensed physician to have been in good standing with the medical licensing or regulatory institution of the licensing country within the last five years and not have any pending discipline before such body. Establishes that an applicant for a foreign training license must be legally entitled to live or work in the United States, have sufficient evidence of good moral character, and have paid the appropriate application and examination fees. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 63-6-207(g)(1), the Board may issue a foreign training license of limited duration to an international medical school graduate who has demonstrated competency as determined by the Board; completed a postgraduate training program of a minimum of three years in the graduate's licensing country; and has otherwise practiced as a medical professional performing the duties of a physician for the last three years outside the United States. • The proposed legislation limits eligibility for a foreign training license to only internationally licensed physicians and requires applicants to meet additional criteria. • Public Chapter 929 of 2024, which established the current standards for foreign training licenses, went into effect on January 1, 2025, and the Board rules regarding issuance of foreign training licenses are not yet finalized. • It is assumed that the Board can accommodate the required changes to licensure criteria utilizing existing resources, without a significant increase in expenditures. • Applicants for a foreign training license are currently required to pay an application fee of $1,010. • Any change in the amount of licensing revenue collected by the Board as a result of the proposed legislation is estimated to be not significant.
