SUMMARY OF BILL:    Decreases, from six hours to four hours, the length of time a 
detention facility may delay a telephone call or in-person visit if a child in its custody is subject to 
disciplinary action. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT  
 
 Assumptions: 
 
• Tennessee Code Annotated § 37-1-189(a) requires a child who has been admitted to a 
juvenile detention facility, prior to being adjudicated for an alleged delinquent act and 
within 24 hours after being admitted to the facility, be allowed at least one telephone call 
and one 30-minute in-person visit with their parent, guardian, or legal custodian. 
• Decreasing the allowable delay in a telephone call or in-person visit will not result in any 
significant operational or fiscal impact to the Department of Children’s Services or juvenile 
detention facilities.
