SB 1417 - HB 1385 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 13, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 SB 1417 - HB 1385 SUMMARY OF BILL: Requires a school support organization and a group or organization that collects and raises money, materials, property, or securities while representing itself to be a school support organization to provide a detailed report to the Department of Education (DOE), by July 1 each year, of the organization's receipts and expenditures while representing itself to be a school support organization, unless the school support organization is a booster club, parent teacher association, parent teacher organization, or parent teacher support association. Requires the DOE to publish a report pursuant to a school support organization’s receipts and expenditures submitted to the department for a period of at least three years from the date by which the report was submitted. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 49-2-603(4)(A), a school support organization means a booster club, foundation, parent teacher association, parent teacher organization, parent teacher support association or any other nongovernmental organization or group of persons whose primary purpose is to support a school district, school, school club, or activities related to a school, that collects or receives money, materials, property or securities from students, parents, or members of the general public. • It is assumed that by posting the required reports on the DOE’s website, the department will be in compliance with the proposed legislation. • The DOE will be able to publish the reports received from school support organizations on the department’s website within existing resources such that any fiscal impact is estimated to be not significant.
