SUMMARY OF BILL:    Urges Congress to require the Department of Veterans Affairs (VA) 
to include COVID-19 treatments and anthrax vaccinations administered under Emergency Use 
Authorization (EUA) before Food and Drug Administration (FDA) approval as pre-qualifying care 
under the Promise to Address Comprehensive Toxics Act (PACT). Urges a full investigation and report on 
the decision-making process, accountability, and legality of mandating these treatments for 
servicemembers. 
 
 
FISCAL IMPACT:  
 
NOT SIGNIFICANT 
  
 Assumptions: 
 
• Urging Congress to require the VA to include COVID-19 treatments and anthrax 
vaccinations administered under EUA before FDA approval as pre-qualifying care under 
the PACT Act, along with calling for an investigation and report, will not significantly 
impact state or local government operations. 
• Any increase in state expenditures to transmit copies of the resolution to the appropriate 
entities will be not significant.
