SUMMARY OF BILL: Proposes amending Article XI, Section 5 of the Constitution of
Tennessee by adding the provision that local boards of education have the power to approve
lotteries conducted by a nonprofit school support organization, provided that the net proceeds of
the lottery’s revenues are allocated to the local education agency to be used for educational or
extracurricular purposes.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• The proposed amendment will be published on the official websites of the Secretary of
State and of the General Assembly, in accordance with Article XI, Section 3 of the
Constitution of Tennessee.
• Any increase in state expenditures associated with publication is considered not significant.
• Any increase in state expenditures to prepare a copy of this resolution is estimated to be not
significant.
