HJR 176 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly March 20, 2025 Fiscal Analyst: Arielle Woodmore | Email: arielle.woodmore@capitol.tn.gov | Phone: 615-741-2564 HJR 176 SUMMARY OF BILL: Requires the Speaker of the Senate and the Speaker of the House of Representatives to appoint five members from each chamber, to form a committee to meet and determine if cause exists to conduct a hearing on the removal of Steven J. Mulroy from the position of District Attorney General of the 30th Judicial District. FISCAL IMPACT: OTHER FISCAL IMPACT For any meeting that takes place outside of legislative session, there will be an increase in state expenditures of $5,500 per meeting. The number and timing of any such meetings are unknown; therefore, any fiscal impact cannot be reasonably determined. Assumptions: • The proposed resolution calls for a joint committee with five members from the Senate and five members from the House of Representatives. • It is unknown how many meetings will take place or the dates, thereof. • Members will receive a per diem of $379 per day for each committee meeting outside of session. • Members will receive $0.67 per mile roundtrip; the average miles travelled per member is estimated to be 259 miles roundtrip. The average mileage reimbursement for each meeting is estimated to be $174 ($0.67 per mile x 259 miles). • The total cost per legislative member for each meeting is estimated to be $553 ($379 per diem + $174 mileage). • The total increase in state expenditures for each meeting held outside of legislative session is estimated to be $5,530 (10 members x $553 x 1 meeting). • The number and timing of any such meetings are unknown; therefore, any fiscal impact cannot be reasonably determined.
