A RESOLUTION to recognize and honor Judge Andy Brigham for 
bringing CASA to Stewart County. 
 
 WHEREAS, we are pleased to honor an outstanding jurist who has faithfully discharged 
his duties for many years, working compassionately and diligently to ensure that all who come 
before him are treated with dignity and respect; and 
 WHEREAS, Judge Andy Brigham of Stewart County is a notable jurist, who is most 
worthy of our approbation; and 
WHEREAS, a longtime judge who has served the citizens of Stewart County with 
integrity and aplomb, Judge Brigham has worked tirelessly to ensure that at-risk youth who have 
cases before him are well advocated for, treating them with respect and enabling them to have 
a voice; and 
WHEREAS, for fourteen years, Judge Brigham led the charge to bring CASA (Court 
Appointed Special Advocates) to Stewart County, staying the course and fighting for this 
important program, thus improving the experiences and outcomes for children throughout the 
county; and 
WHEREAS, CASA programs operate throughout the country as a unique blend of 
private support, public need, and the kind of people power that comes from 70,000 volunteers 
committed to the rights of every child in the foster care and child welfare system; and 
 WHEREAS, CASA volunteers meet with children monthly and build a caring, trusting 
relationship, offering support to these children and a chance for their experiences and needs to 
be considered in legal matters; and

 WHEREAS, Judge Andy Brigham's effort to bring CASA to Stewart County is one of 
many examples of his commitment to treating everyone with dignity and respect and making 
sure each individual has representation in court; and 
 WHEREAS, through his compassionate action, Judge Brigham has inspired others to be 
better people; he was recently duly honored during the "My Hero" segment on News Channel 5 
Nashville for his important work; and 
 WHEREAS, the well-being and safety of our children are of paramount importance to our 
future, and CASA is a vital program that helps to ensure that well-being and safety; and 
 WHEREAS, throughout his estimable career, the Honorable Andy Brigham has 
demonstrated the utmost professionalism, ability, and integrity, winning the respect and 
admiration of members of the bench and bar alike, the parties appearing before his court, and 
the citizens of the State of Tennessee; now, therefore, 
 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED 
FOURTEENTH GENERAL ASSEMBLY OF T HE STATE OF TENNESSEE, THE SENATE 
CONCURRING, that we honor and commend Judge Andy Brigham for his unparalleled service 
to the youth of Tennessee, applauding his effort to bring CASA to Stewart County and wishing 
him every continued success in his future endeavors. 
 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared 
for presentation with this final clause omitted from such copy and upon proper request made to 
the appropriate clerk, the language appearing immediately following the State seal appear 
without House or Senate designation.
