SB 11 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly January 17, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 SB 11 SUMMARY OF BILL: Requires the Department of Education (DOE) to make the form for reporting student allergies to schools available on the department’s website. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Tennessee Code Annotated § 49-1-208 requires the DOE, in consultation with the Department of Health, to develop a standardized form on which a student with an allergy may report the allergy to the school in which the student is enrolled. DOE is further required to make the form available to all LEAs, and each school in the LEA is required to use the form to maintain a record of student allergies. • The DOE annually provides the standardized allergy form to LEAs through email, the Coordinated School Health Newsletter, and at regional meetings. The form is available online via the School Nurse Live Binder. • The proposed legislation specifies that the DOE is only required to make the form available on the department’s website. • The DOE will be able to update its website using existing staff and resources. Any fiscal impact is estimated to be not significant. • The proposed legislation is not expected to have any significant impact on the operations of LEAs or schools.
