AN ACT to amend Tennessee Code Annotated, Title 63, 
relative to licensing requirements for professional 
counselors. 
 
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: 
 SECTION 1.  Tennessee Code Annotated, Section 63-22-104(3)(B), is amended by 
deleting the language "Has obtained" and substituting "Except as provided in subsection (b), 
has obtained". 
 SECTION 2.  Tennessee Code Annotated, Section 63-22-104, is amended by 
designating the existing language as subsection (a), and adding the following as a new 
subsection (b): 
 (b)  Subdivision (a)(3)(B) does not apply to an applicant for licensure as a 
professional counselor if: 
 (1)  The applicant has a valid, unencumbered license as a professional 
counselor issued by another state, territory, or federal district of the United 
States; and 
 (2)  The requirements for licensure as a professional counselor by that 
issuing state, territory, or federal district are judged to be acceptable by the 
board. 
 SECTION 3.  For the purpose of promulgating rules to effectuate this act, this act takes 
effect upon becoming a law, the public welfare requiring it.  For all other purposes, this act takes 
effect July 1, 2025, the public welfare requiring it.
