SUMMARY OF BILL:    Establishes that a professional counselor who holds a valid, 
unencumbered license as a professional counselor issued by another state, territory, or federal 
district is exempt from the requirement of having obtained 60 graduate hours in counseling or a 
closely related field when applying for licensure as a professional counselor in this state, if the Board 
of Professional Counselors, Marital and Family Therapists, and Clinical Pastoral Therapists (Board) 
finds that the requirements for the licensure obtained by the applicant in another jurisdiction are 
acceptable.  
 
 
FISCAL IMPACT: 
NOT SIGNIFICANT 
  
Assumptions: 
 
• The proposed legislation will not impact individuals currently licensed as professional 
counselors in the state. 
• Changing the application requirements for professional counselors licensed in other 
jurisdictions is not estimated to result in a significant change in the number of new 
applications or licensees in the state. 
• Any impact to the operations of the Board or the Department of Health will be not 
significant.
