SB 27 – HB 324 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 3, 2025 Fiscal Analyst: Rebecca Chandler | Email: rebecca.chandler@capitol.tn.gov | Phone: 615-741-2564 SB 27 – HB 324 SUMMARY OF BILL: Prohibits executive orders, proclamations, and rules issued by the Governor under the Governor’s emergency management powers from contravening, suspending, or conflicting with a provision of the Constitution of Tennessee. Prohibits the Governor, during a State of Emergency, from: (1) restricting the lawful handling, sale, transfer, transport, or use of firearms, ammunition, or their components; and (2) restricting churches and other religious organizations from conducting worship services during declared states of emergency, even if these may prevent, hinder, or delay emergency response efforts. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • The restrictions outlined in the proposed legislation do not require significant changes to the administration or enforcement of emergency management powers, resulting in no additional costs for implementation. • The proposed language does not alter current procedures for establishing a State of Emergency or its renewal. Prohibiting the restriction of such activities is not expected to result in a significant impact to state or local government revenue or expenditures.
