SB 232 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly January 24, 2025 Fiscal Analyst: Christine Drescher | Email: christine.drescher@capitol.tn.gov | Phone: 615-741-2564 SB 232 SUMMARY OF BILL: Authorizes a county election commission to designate restroom facilities in a building in which the election is to be held for the use of workers or volunteers working for a campaign. Requires any campaign worker or volunteer to cover or remove clothing or accoutrements bearing campaign material before entering the facilities. Establishes that any worker or volunteer who fails to do so is subject to a Class C misdemeanor. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • County election commissions will be able to adopt policies relating to the use of restroom facilities by campaign workers within existing resources. • Pursuant to Tenn. Code Ann. § 2-7-111(a) and (b), any campaign materials, including buttons, caps, hats, pins, or shirts, are prohibited from entering the boundary established by county election commission around designated entrances to buildings where an election is to be held. • Authorizing campaign workers or volunteers who remove prohibited items to use restroom facilities in a building in which an election is held will not have a significant impact on polling place procedures. • There will not be a sufficient change in the number of prosecutions for the state or local government to experience any significant change in revenue or expenditures. • Any fiscal impact to state or local government is estimated to be not significant.
