SUMMARY OF BILL: Requires the Tennessee Advisory Commission on
Intergovernmental Relations (TACIR) to study the current availability of: (1) local juvenile detention
centers and other facilities for the housing and treatment of juveniles detained prior to an
adjudicatory hearing; and (2) housing and other treatment facilities for juvenile offenders who have
been adjudicated delinquent and committed to the custody of the Department of Children's
Services. Requires TACIR to conduct the study from existing resources and to report its findings to
the General Assembly and the legislative librarian by January 1, 2026.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumption:
• According to TACIR, the study may be performed utilizing existing staff and resources;
therefore, any increase in state expenditures is estimated to be not significant.
