SUMMARY OF BILL:    Creates a Class C misdemeanor offense for an occupant of a vehicle 
to park, stop, or leave a vehicle standing on a street or highway and impede the normal movement 
of traffic for the purpose of soliciting, negotiating, or consummating an employment transaction 
with a person standing on or in proximity to the street or highway.  Increases the penalty to a Class 
B misdemeanor if the action causes or contributes to a motor vehicle accident.  
 
 
FISCAL IMPACT: 
NOT SIGNIFICANT 
  
 Assumptions: 
 
• It is assumed that persons convicted of a Class C misdemeanor offense serve an average 
of zero days in jail, and persons convicted of a Class B misdemeanor offense serve an 
average of one day in jail. 
• Any fiscal impact related to Class C misdemeanor convictions is estimated to be not 
significant. 
• It is assumed that convictions for the proposed Class B misdemeanor offense, in which 
such actions cause or contribute to a motor vehicle accident, will be rare. 
• Therefore, any impact to local incarceration expenditures is estimated to be not 
significant.  
• Based on the Fiscal Review Committee’s 2008 study and the Administrative Office of the 
Courts’ 2012 study on collection of court costs, fees, and fines, collection of fines in 
criminal cases is insignificant; therefore, any increase in local revenue from fines is 
estimated to be not significant. 
• Any fiscal impact to state or local government is estimated to be not significant.
