SUMMARY OF BILL:    Removes the requirement for the Governor to obtain a joint 
resolution by the General Assembly authorizing expansion of optional enrollment in Medicaid under 
the federal Patient Protection and Affordable Care Act prior to making any decision or obligation 
regarding such expansion. 
 
 
FISCAL IMPACT: 
NOT SIGNIFICANT 
  
 Assumption: 
 
• The removal of the requirement for a joint resolution does not obligate a Medicaid 
expansion and therefore has no direct impact to any TennCare, General Assembly, or 
Governor’s Office programs, policies, expenditures, or revenue. 
 
 
IMPACT TO COMMERCE: 
 
NOT SIGNIFICANT 
 
 Assumption: 
 
•  The proposed legislation will not significantly impact commerce or jobs in this state.
