SUMMARY OF BILL: Urges the Tennessee Human Rights Commission (THRC) to study
problems of discrimination against healthcare providers because of their decision to decline to
participate in a healthcare service on the basis of religious, moral, or ethical beliefs. Requires THRC
to provide its findings and recommendations from any such study in the Commission’s annual
report to the Governor and General Assembly.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• THRC will conduct the study utilizing existing resources without a significant increase in
state expenditures.
