HB 64 – SB 472

SUMMARY OF BILL: Requires all residential educational programs in this state, regardless
of type or duration, that allow minors to participate or to access residential facilities to segregate all
restrooms, changing areas, and showers by immutable biological sex.

FISCAL IMPACT:

NOT SIGNIFICANT

 Assumptions:

• The proposed legislation applies to all residential education programs, which includes public
schools, private schools, and postsecondary institutions.
• It is assumed that any residential educational program in this state that allows minors to
participate or access residential facilities will be able to segregate all restrooms, changing
areas, and showers by sex, without requiring any major capital improvements or
renovations of existing facilities. Therefore, any fiscal impact is estimated to be not
significant.
