SB 483 – HB 1211 
 
SUMMARY OF BILL:    Prohibits public airports with commercial services from allowing 
private third-party vendors offering expedited security screening to use standard or Transportation 
Security Administration (TSA) PreCheck lanes. Applies this restriction to agreements entered into or 
renewed after July 1, 2025, while allowing existing agreements to remain valid until expiration. 
Exempts private vendors that have obtained dedicated TSA security lanes exclusively for their use. 
 
 
FISCAL IMPACT: 
 
OTHER FISCAL IMPACT 
 
To the extent Nashville International Airport’s contract with CLEAR is not renewed upon 
expiration, there would be an estimated recurring decrease in local revenue to the Metropolitan 
Nashville Airport Authority exceeding $780,000. However, to the extent the airport is able to 
reorganize its operations to provide an exclusive lane use for CLEAR’s operations, any impact on 
authority’s revenue would be not significant. 
 
      
 Assumptions: 
 
• Nashville International Airport (BNA) currently contracts with CLEAR, a private third-party 
vendor providing expedited entry through the use of standard security and TSA PreCheck 
lanes. 
• Based on information provided by BNA, the Metropolitan Nashville Airport Authority 
(MNAA) revenue from CLEAR over the past five years is as follows:

• To the extent BNA’s contract with CLEAR is not renewed upon expiration, there would be 
an estimated recurring decrease in local revenue to the MNAA exceeding $780,000. However,

to the extent BNA is able to reorganize its operations to provide an exclusive lane use for 
CLEAR’s operations, any impact on MNAA revenue would be not significant.  
• The BNA is the only commercial service airport in Tennessee utilizing a third-party expedited 
security vendor. As a result, other local airports in the state are not expected to experience 
revenue impacts from the proposed legislation.
