HB 425 – SB 498 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 1, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 HB 425 – SB 498 SUMMARY OF BILL: Deletes the requirement that a juvenile offender who obtains a certified copy of an order of withdrawal denying driving privileges must submit the order to the Department of Safety (DOS) within 10 days of issuance in order to become eligible for a driver license. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to Tenn. Code Ann. § 55-10-703, if a court withdraws an order issued to a juvenile offender who had their driving privileges denied, the offender may obtain a certified copy of the order of withdrawal and within 10 days after it is issued present it, along with a fee of $20 to DOS and the offender shall become eligible to receive a driver license upon reaching proper age, complying with all testing requirements and paying all other driver license fees. • The proposed legislation would eliminate this 10-day requirement and allow a juvenile offender to apply with no statutory deadline. • Deleting this specific time limit is not expected to resulting in a significant increase in applications; therefore, any additional fee revenue to the state will not be significant. • Any increase in applications can be accommodated with existing DOS personnel costs.
