HB 582 - SB 531 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 12, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 HB 582 - SB 531 SUMMARY OF BILL: Requires the Tennessee Bureau of Investigation (TBI) to classify persons on the sexual offender registry based on whether the person is a sexual offender, violent sexual offender, or a violent juvenile sexual offender, and whether the offender is an offender against children. Requires the TBI to notify the offender of their classification. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Pursuant to § 40-39-2, persons convicted of certain offenses are required to register as an offender on the sexual offender registry maintained by the TBI. • The proposed legislation requires the TBI to classify the offenders on the registry as either a sexual offender, violent sexual offender, or violent juvenile sexual offender, and to further note whether the offender is an offender against children. • Based on information provided by the TBI, any increased workload or administrative burden resulting from the proposed classification requirements can be absorbed within existing resources, without a significant increase in state expenditures. • Any fiscal impact to the TBI is therefore estimated to be not significant. CERTIFICATION: The information contained herein is true and correct to the best of my knowledge. Bojan Savic, Executive Director
