SB 581 – HB 652 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 11, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 SB 581 – HB 652 SUMMARY OF BILL: Requires a law enforcement officer initiating a traffic or pedestrian stop, on or after January 1, 2026, to inform the person stopped of the reason for the stop before engaging the person in questioning related to an investigation of a possible criminal offense or traffic violation. Authorizes the officer to withhold such information if the officer believes that doing so is necessary to protect life or property from an imminent threat. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • It is assumed that all state and local law enforcement officers can and will comply with the proposed requirement in the normal course of the officers’ duties. • Any fiscal impact to state or local law enforcement agencies is estimated to be not significant.
