SUMMARY OF BILL:    Requires the Department of Health (DOH) to establish and 
administer a pilot program for the placement of hygiene vending machines in women's restrooms or 
locker rooms in eligible schools. Requires DOH to select at least two eligible schools from each 
Grand Division to receive a hygiene vending machine, and to prioritize and select eligible schools 
with the highest percentage of students who are economically disadvantaged.   
 
Requires DOH to supply each school selected to participate in the program with a hygiene vending 
machine that dispenses feminine hygiene products to students at no cost to the student, as well as 
the feminine hygiene products required to supply each hygiene vending machine placed in the 
eligible school for purposes of the program.

 Assumptions: 
 
• The DOH will select two schools from each Grand Division to participate in the pilot 
program, for a total of six schools. 
• The average cost of a feminine hygiene vending machine is estimated to be $450.  
• There will be a one-time increase in state expenditures of $2,700 ($450 x 6) for hygiene 
vending machines in FY25-26. 
• The proposed legislation requires the DOH to select a school in which any combination of 
grades 5-12 are taught. 
• It is estimated that the average eligible school will have approximately 430 female students, 
for a total of 2,580 students participating in the program (430 x 6). 
• Female students have one cycle per month and the average cost of feminine hygiene 
products per cycle is $15.00.  
• Public schools are required to provide 180 days of instruction.  
• Due to the limited hours and days of the week that students are in school and the variation 
in menstrual hygiene product preferences and usage amounts among students, it is 
estimated that the average cost per student will be $34 per year.

• There will be a recurring increase in state expenditures of approximately $87,720 ($34 x 
2,580 students) in order to supply feminine hygiene products. 
• The total increase in state expenditures will be $90,420 ($2,700 + $87,720) in FY25-26.
