SUMMARY OF BILL:    Increases, from at least twice a week to at least three times a week, 
the frequency of unimpeded telephone or video conference conversations a parent has a right to 
with a child not in their custody. 
 
 
FISCAL IMPACT: 
NOT SIGNIFICANT 
 
 Assumptions: 
 
• Tennessee Code Annotated § 36-6-101(a)(3)(A) specifies that a parent who does not have 
possession of a child has certain rights of communication with the child, unless the court 
finds it is not to be in the best interest of that child. 
• Increasing the minimum number of calls a non-custodial parent has a right to with a child 
not in their custody can be accomplished without any significant fiscal impact to the court 
system or to the Department of Children’s Services.
