SUMMARY OF BILL: Requires the Commissioner of the Department of Education (DOE)
to publish on the department's website, by June 1, 2025, and each subsequent June 1, the number of
waivers from the average class size requirements granted to local education agencies (LEAs) during
the previous school year.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• Pursuant to Tenn. Code Ann. § 49-1-104(i)(1), upon request by an LEA, the Commissioner
of the DOE may grant a waiver from the average class sizes requirements in order to assist
the LEA in funding a Grow Your Own program designed to end teacher shortages.
• The Commissioner of the DOE will be able to publish the number of waivers from the
average class size requirements on the department’s website within existing resources,
without a significant increase in state expenditures.
