SB 828 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly April 4, 2025 Fiscal Analyst: Chris Higgins | Email: chris.higgins@capitol.tn.gov | Phone: 615-741-2564 SB 828 SUMMARY OF BILL: Requires a person who collects blood donations for the purpose of providing blood for a blood transfusion to require a blood donor to disclose if the donor has received a COVID-19 vaccination. Establishes that, if a donor indicates they have received a COVID-19 vaccination, the person collecting the blood donation must label the blood bag conspicuously to indicate that the donor has received a COVID-19 vaccination. Authorizes a person in need of a blood transfusion in a nonemergent situation to request blood based on the blood donor's COVID-19 vaccination status. Requires the healthcare professional performing the transfusion to use the requested blood, if available. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • The proposed legislation establishes certain protocols for blood donation procedures performed by private entities. • Requiring a healthcare professional to utilize a requested type of blood for a nonemergency blood transfusion will not have a significant impact on the policies or procedures of the Department of Health or the health-related boards. • Any fiscal impact to state or local government is estimated to be not significant.
