SUMMARY OF BILL: Requires the Tennessee Higher Education Commission (THEC), in
consultation with the Department of Finance and Administration (F&A), to create and submit a
report to the members of the General Assembly detailing the state appropriations made to each
land-grant institution in this state from 1987 to 2020, on a per pupil basis. Requires the report to be
submitted by December 31, 2025.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• Pursuant to Tenn. Code Ann. § 49-7-210(d)(2), as part of the annual Fact Book published
by THEC each year, it is required that THEC includes the amount of any state
appropriations made to each federal land-grant institution of higher education in this state
for agriculture education.
• It is assumed that THEC and F&A can accomplish the additional reporting requirements
within existing resources; therefore, any impact to state or local government is estimated to
not be significant.
