SUMMARY OF BILL: Defines the terms "human being," "life," and "natural person" for
use in the Tennessee Code Annotated.
Establishes that the terms "person," "life," and "natural person" do not include artificial intelligence,
a computer algorithm, a software program, computer hardware, or any type of machine.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumption:
• Clarifying certain definitions relative to the nature of life and personhood will not have a
significant impact on the operations of state or local government; therefore, any fiscal
impact is estimated to be not significant.
