SUMMARY OF BILL:    Increases, from 15 to 20, the number of background investigations 
that the Speaker of the Senate and Speaker of the House of Representatives may request the 
Tennessee Bureau of Investigation (TBI) to conduct each year for persons under consideration for 
appointment to a position of trust and responsibility. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
  
 Assumptions: 
 
• Pursuant to Tenn. Code Ann. § 38-6-106(f), the Speakers of the House of Representatives 
and the Senate may request the TBI to conduct background investigations for persons 
under consideration for positions of trust and responsibility within state government. Such 
requests are limited to 15 per Speaker per year.  
• The proposed legislation increases the limit from, 15 to 20 requests, per Speaker per year.  
• It is unknown how many background investigations the Speakers of the House of 
Representatives and the Senate may request as a result of the proposed legislation, if any. 
• Based on information provided by the TBI, any potential increase in the number of 
background investigations conducted can be absorbed within existing resources, without a 
significant increase in state expenditures.   
• Any fiscal impact to state government is therefore estimated to be not significant.
