SB 972 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly April 7, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 SB 972 SUMMARY OF BILL: Requires a local education agency (LEA) or public charter school, at the request of the parent of a student enrolled in the LEA or public charter school, to install and maintain a video camera surveillance system in each special education classroom operated by the LEA or public charter school to promote student safety. Requires the written consent of the parent of each student assigned to receive special education or related services in the special education classroom before a video camera surveillance system may be used in the classroom. Requires each local board of education and public charter school governing body to adopt a policy on the use of video camera surveillance system in a special education classroom. FISCAL IMPACT: OTHER FISCAL IMPACT Installation and maintenance of a video camera surveillance system in a special education classroom will result in a mandatory increase in local expenditures. However, due to multiple unknown factors, the extent and timing of any such increase cannot be reasonably determined. *Article II, Section 24 of the Tennessee Constitution provides that: no law of general application shall impose increased expenditure requirements on cities or counties unless the General Assembly shall provide that the state share in the cost. Assumptions: • A local board of education and public charter school governing body will be able to adopt a policy pursuant to the proposed legislation within existing resources such that any fiscal impact is estimated to be not significant. • LEAs and public charter schools that install and maintain a video camera surveillance system in a special education classroom following the request of a student’s parent will incur an increase in expenditures related to the purchase, installation, and maintenance of such equipment. • The cost of any such equipment will depend on the features, functionality, quality, vendor, and other features affecting the price. • It is unknown how many video camera surveillance systems may be installed in special education classrooms following passage of the proposed legislation; therefore, due to multiple unknown factors, a precise mandatory increase in local expenditures cannot be reasonably determined.
