FISCAL IMPACT: LOCAL GOVERNMENT EXPENDITURES Permissive FY25-26 $26,900 Assumptions: • Pursuant to Tenn. Code Ann. § 2-3-301(a), convenient voting centers may be established to make it convenient for voters to vote at centralized voting areas on election day in the county in which they are registered, regardless of the voter’s precinct. • Tennessee Code Annotated § 2-3-301(b) specifies that certain county election commissions may elect to utilize a convenient voting center if the measure is passed by a super majority of its commission. • In order to properly inform the public of the convenient voting centers, Hamblen County would need to send out a public notice and mailings to voters at a one-time cost of $11,900 in FY25-26. • Hamblen County would also be required to update its technology for the centers, which would result in a one-time cost of $15,000 in FY25-26. • Assuming the Hamblen County Election Commission (Commission) votes to allow convenient voting centers, there will be a one-time increase in local expenditures of $26,900 in FY25-26. • The Commission may experience a recurring decrease in local expenditures due to savings in personnel, training, and election supplies in FY23-24 and subsequent years. However, the Commission will also experience a recurring increase in local expenditures for IT support. Such impacts are estimated to be minimal and will approximately offset each other.
