SUMMARY OF BILL:    Increases the existing agent fee structure from a $1.00 fee for annual 
and a $0.50 fee for temporary wildlife and fishing licenses, permits, and registrations to a flat $3.00 
fee applicable to all sold by county clerks or designated agents.

 Assumptions: 
 
• The proposed legislation removes the tiered fee structure of annual and temporary licenses 
and replaces it with a flat $3.00 agent fee for all transactions, regardless of license type or 
duration. 
• The current agent fee structure charges $1.00 for annual licenses and $0.50 for short-term 
licenses (valid for 1, 2, 3, or 7 days). 
• Based on information provided by the Tennessee Wildlife Resources Agency (TWRA), the 
average number of sales from FY19-20 through FY23-24 by agents is: 
o 299,165 annual licenses, subject to the $1.00 fee under current law; and 
o 155,944 short-term licenses, subject to the $0.50 fee under current law. 
• Based on these figures, the estimated revenue impacts are as follows:

• Across Tennessee, 338 locations serve as agents for selling hunting and fishing licenses. The 
breakdown of authorized agents is as follows:

• Therefore, there will be a recurring increase of revenue to TWRA’s Wildlife Resource Fund 
of $18,204 in FY25-26 and subsequent years. 
• There will be a recurring increase to local governments of $118,328 in FY25-26 and 
subsequent years. 
• It is not anticipated that this increase in agent fees will result in any significant impact to the 
total sales at agent locations.
