SUMMARY OF BILL:    Prohibits an organization or entity that is based in a country other 
than the United States or that is based in the United States and receives funding from entities that 
are based in other countries from making contributions to a candidate or political campaign 
committee. Prohibits the Speaker of the Senate, the Speaker of the House of Representatives, and 
the Secretary of State (SOS) or their designee from approving the acceptance of funding from an 
organization or entity that is based in a country other than the United States or that is based in the 
United States and receives funding from entities based in other countries. 
 
 
FISCAL IMPACT: 
NOT SIGNIFICANT 
 Assumptions: 
 
• Pursuant to the proposed legislation, the prohibition of contributions includes the 
promotion of the campaign or election through advertising, paying campaign workers, or 
providing training for campaign or election staff. 
• Any decrease in funding to a candidate or a political campaign committee will only result in 
a loss in revenue to a private citizen or entity and will not result in any fiscal impact to state 
or local government. 
• It is assumed that the proposed legislation will not result in any increase in campaign 
finance violations; therefore, there will be no increase in fines assessed or collected due to 
campaign finance violations. 
• According to information provided by the SOS, no funding from an organization or entity 
based in another county or that receives funding from entities based in other countries is 
currently accepted by the SOS.
