AN ACT to amend Tennessee Code Annotated, Title 3 and 
Title 4, relative to days of special observance. 
 
 WHEREAS, Hazel Moore is a community leader in Whitehaven, Tennessee, who has 
been called the "Mayor of Whitehaven."  She has worked to improve the community in many 
ways, including fighting drugs and teen pregnancy, and promoting community pride; and 
 WHEREAS, Hazel Moore founded the Academy of Youth Empowerment to help teens 
develop social skills and study habits, and led a drive to build a new library; and 
 WHEREAS, Hazel Moore started the Community Health Fair, which provides free school 
supplies and health screenings for students and parents; and 
 WHEREAS, Hazel Moore has been honored with the Pioneer Memphis Business Award 
(1996), the American Heart Association Outstanding Volunteer Award (1998, 2001), and the 
Black Business Association's Benny Award (2002); and 
WHEREAS, the Hazel Moore Award was created to honor her contributions to Memphis, 
and a street was dedicated in her name in honor of her contributions to the community; and  
WHEREAS, Hazel Moore's work has inspired others to care for their communities, and 
she is considered a catalyst for change in Whitehaven, Tennessee; now, therefore, 
BE IT ENACTED BY THE GENERAL AS SEMBLY OF THE STATE OF TENNESSEE: 
 SECTION 1.  Tennessee Code Annotated, Title 4, Chapter 1, Part 4, is amended by 
adding the following as a new section: 
December 14 of each year is designated as "Hazel Moore Day." 
 SECTION 2.  This act takes effect upon becoming a law, the public welfare requiring it.
