SB 1176 - HB 1231 
 
SUMMARY OF BILL:    Authorizes any city, municipality, or metropolitan government, 
having a population of at least 181,000 and located within a county having a population of at least 
366,200, both according to the 2020 federal census, to regulate the manner of storage of firearms, 
firearm ammunition, and firearm accessories in their respective jurisdictions. 
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
 
 Assumptions: 
 
• This legislation will authorize Chattanooga, Memphis, Nashville, and Knoxville to regulate 
by ordinance, resolution, policy, rule, or other enactment the manner of storage of firearms, 
firearm ammunition, and firearm accessories. 
• It is unknown whether these cities will choose to regulate such or what specific regulations 
would be enacted, and to what degree any regulation will be enforced.  
• It is assumed that any regulations will be adopted by each city and enforced utilizing the 
existing resources of each respective municipality. 
• Any impact to the court system as a result of the proposed legislation is estimated to be not 
significant.  
• Any fiscal impact to state or local government is estimated to be not significant.
