SUMMARY OF BILL:    Adds one non-voting member to the Information Systems Council 
(ISC), who is a state employee with experience in the field of cybersecurity, to be appointed by the 
Governor.  
 
 
FISCAL IMPACT: 
 
NOT SIGNIFICANT 
 
 Assumptions: 
 
• Pursuant to Tenn. Code Ann. § 4-3-5501(f)(2), non-legislative members of the ISC shall 
receive no compensation for their work with the council, but may be reimbursed for 
expenses in accordance with the state's comprehensive travel regulations. 
• The ISC met twice in FY22-23 and three times in FY23-24.  
• According to the Department of Finance and Administration (F&A), the ISC’s total 
expenditures were approximately $857 in FY22-23 and $988 in FY23-24.  
• It is assumed that the new member will participate on the ISC as part of their general 
responsibilities as a state employee, and will not receive travel reimbursement or per diem. 
• Any increase in expenditures to F&A or the ISC as a result of the proposed legislation is 
estimated to be not significant.
