HB 1253 - SB 1410 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly February 27, 2025 Fiscal Analyst: Alan Hampton | Email: alan.hampton@capitol.tn.gov | Phone: 615-741-2564 HB 1253 - SB 1410 SUMMARY OF BILL: Increases, from 20 to 30, the maximum number of consecutive days a substitute teacher may substitute for a regular teacher on leave without having to possess a teaching license. Requires the six weeks of paid parental leave to be taken consecutively, except in extenuating circumstances, as determined and approved by the director of schools or the director of a public charter school. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Extending the number of consecutive days that a substitute teacher may teach without a teaching license will not affect the availability of substitute teachers or the issuance of teaching licenses. • Requiring the six weeks of paid parental leave to be taken consecutively will not significantly impact the total amount of pay or the allowed duration of leave. If a school is able to better coordinate around an employee's absence due to the leave occurring consecutively, certain cost savings may be realized. However, it is assumed that any savings will be minimal and would not affect overall local funding for education. • Local education agencies and public charter school governing bodies will be able to update their policies pursuant to substitute teachers and parental leave within existing resources. • Any impact to state or local government is not significant.
